Slow cookers (crock pots) are sometimes on sale for under $15. Normally they cost more but with coupons or on sale you can get them for less. Frying pans are sometimes on sale for under $15 as well. In general appliances and tools are probably good place to look for items under $15.
If someone just bought a new HD-TV, they could use an HDMI cable. Normally they are expensive, but at amazon.com, I found one for under $15 which has pretty good reviews. You need to know that your friend hasn’t already got one, though. Also, those who plan to copy some old VHS tapes on DVD could use a set of DVD disks.
Those who live in an area where power goes out often, could use a flash light.
