In Russia, for example, there is increased buying of electronics and canned food now - not a huge increase yet, but more than normal - because some Russians worry that the savings may vanish as they did in 1998 but a TV can be sold. Everyone knows that the government is drastically under reporting inflation which means that any money in a savings account is losing way more than you think. So you might as well spend it now.
